To audit the performance of duties of the President and Vice President of JPAA and the assets and accounting situation of JPAA. | Chief auditor: To be elected by mutual vote of member auditors, including outside auditors. Outside auditors: To be appointed based on nominations made by President and Vice President of JPAA, subject to approval of the general assembly (The number of outside auditors: five (5) or less). |

To hear the opinions of external experts and individual for consideration in the operations of JPAA. | Chairman: To be elected by mutual vote of the council members. Council members: To be commissioned based on nominations made by executive directors from those not patent attorneys by occupation, subject to approval of the following general assembly meeting (The number of council members: five (5) or less). |

To swiftly formulate detailed intellectual property policies to respond to changes in the world of intellectual property. | Chairman: To be elected by mutual vote of the council members. External experts: To be commissioned by the Chairman. |
