History of the Japan Patent Attorneys Association

1898 The Regulations on Patent Attorney Registration entered into force, and one hundred and thirty eight (138) patent agents was registered.
1909 The term "Benrishi" as used in the Regulations was replaced with the term "Patent Attorney." The Order on Patent Attorneys was promulgated.
1915 Japan Association of Patent Attorneys was established under authorization of the Commissioner of the Patent Office.
1921 The Patent Attorney Law was promulgated wherein the term "Tokkyo Benrishi" for patent attorney in Japanese was changed to "Benrishi" by removing the term "Tokkyo" for patent in Japanese.
1922 The Patent Attorneys Association, the predecessor of the Japan Patent Attorneys Association, was established under authorization of the Minister of Agriculture and Commerce. The Rules of the Patent Attorneys Association were formulated, and the first examination of patent attorneys took place.
1934 A patent attorney badge was created and adopted for wearing.
1938 The Patent Attorney Law was partly amended to require all practicing patent attorneys to become a member of the Patent Attorneys Association.
1948 The Patent Attorney Law was amended to have a patent attorney act as agent ad litem in any action against a trial decision.
1949 A commemorative ceremony was held in memory of the fiftieth anniversary of the patent attorney system, with the attendance of His Imperial Highness Prince Takamatsu.
1959 A commemorative ceremony was held in memory of the sixtieth anniversary of the patent attorney system, with the attendance of His Imperial Highness Prince Takamatsu.
1960 The Patent Attorney Law was amended to transfer the patent attorney registration service from the Japan Patent Office to the Patent Attorneys Association.
1969 A commemorative ceremony was held in memory of the seventieth anniversary of the patent attorney system, with the attendance of His Majesty the Emperor and His Imperial Highness Prince Hitachi.
1971 The Osaka Gazette inspection room was opened by the Patent Attorneys Association, which later evolved into the Osaka Branch Office.
1978 The Patent Attorney Law was partly amended to vest exclusive authority in agents for filing international applications. The Education Institute was established by the Patent Attorneys Association as an affiliated organization.
1979 A commemorative ceremony was held in memory of the eightieth anniversary of the patent attorney system, with the attendance of His Imperial Highness the Crown Prince and His Imperial Highness Prince Hitachi.
1981 A sisterhood-based alliance was formed between the Korea Patent Attorney Association and the Patent Attorneys Association.
1982 The Nagoya Branch Office was established by the Patent Attorneys Association.
1987 The Fukuoka counseling room was opened by the Patent Attorneys Association.
1989 A commemorative ceremony was held in memory of the ninetieth anniversary of the patent attorney system, with the attendance of His Imperial Highness the Crown Prince.
1996 The Central Research Institute of Intellectual Property was established by the Patent Attorneys Association as an affiliated organization.
1997 The 1st day of July, the day on which the Regulations on Patent Agent Registration had entered into effect, was designated as "Patent Attorneys' Day."
1998 The Industrial Property Arbitration Center, now the Japan Intellectual Property Arbitration Center, was co-founded by the Patent Attorneys Association and the Japan Federation of Bar Associations.
1999 A commemorative ceremony was held in memory of the one hundredth anniversary of the patent attorney system, with the attendance of His Majesty the Emperor.
A commemorative stamp was issued in memory of the one hundredth anniversary of the patent attorney system.
The Intellectual Property Assistance and Support Center was established by the Patent Attorneys Association as an affiliated organization.
2000 An overall revision was made to the Patent Attorney Law.
2001 The new Patent Attorney Law as amended came into full effect.
The name of the Patent Attorneys Association was changed to the Japan Patent Attorneys Association.
2003 A law entered into force to partly amend the Patent Attorney Law to have a patent attorney act as agent ad litem in certain infringement cases.
2004 The twenty fifth anniversary of the inauguration of the Education Institute was celebrated by the Japan Patent Attorneys Association.
